Bipartisan support grows for $580B BUILD America 250 Act
A bipartisan coalition across party lines is expressing strong support for the proposed $580 billion BUILD America 250 Act, marking a significant milestone in the five-year plan to revitalize American infrastructure. The legislation, spearheaded by Reps. Sam Graves, a Republican from Missouri, and Rick Larsen, a Democrat from Washington, along with three other lawmakers, is set for a crucial committee markup this week.
The resolution, a product of the Committee on Transportation and Infrastructure in the House of Representatives, has garnered backing from various industry groups, underscoring the broad consensus on the urgent need to overhaul the nation’s roads, bridges, transit systems, and rail transportation, as well as enhance highway and motor carrier safety programs. Rep. David Rouzer, a Republican representing North Carolina and chair of the Subcommittee on Highways and Transit, emphasized the critical role of infrastructure as “the silent engine of American productivity,” warning against its neglect.
Describing the BUILD America 250 Act as a return to basics by prioritizing essential infrastructure investments, Rouzer emphasized the responsible and strategic allocation of taxpayer funds to expedite project delivery. Reflecting years of collaborative efforts among members of Congress, as well as input from the public and industry stakeholders nationwide, the bill seeks to address the fundamental infrastructure needs of the country while fostering economic growth.
The proposed authorization of the $580 billion funds is spread out over fiscal years 2027 to 2031, with a significant portion, $474.4 billion, allocated under the Highway Trust Fund contract authority. An additional $106 billion is earmarked for future annual appropriations, further bolstering the resources committed to infrastructure revitalization.
Graves, serving as the committee’s chairman, along with Larsen in his capacity as ranking member, together with Rouzer, Norton, and Webster, collectively introduced the bill formally known as the Building Unrivaled Infrastructure and Long-term Development for America’s 250th Act. Norton, as the ranking member of Rouzer’s subcommittee, and Webster, as the chairman of the Hazardous Materials Subcommittee, play key roles in advancing the legislation through the legislative process.
Offering industry perspectives, President Todd Spencer of the Owner-Operator Independent Drivers Association highlighted several key provisions in the surface transportation reauthorization that benefit professional drivers. He emphasized that the proposed bill aims to support individuals working in the transportation sector and avoid potential pitfalls that could adversely impact their livelihoods, signaling optimism for the bill’s progression through committee and eventual passage on the House floor.
